Dr. Stanley Paul Dugan of Mansfield, Connecticut, passed on September 15, 2026. Dr. Dugan was born on August 27, 1932 in Butler, Pennsylvania, to the late Paul Francis and Mary Helen (Nevel) Dugan, he was the fifth of seven siblings. He is survived by his loving wife, of 66 years, Peggy, and their five children, Kevin and his wife Matildes of Santa Clarita, California; Susan of Mansfield, Connecticut; Michael and his wife Jackie of East Hampton, Connecticut; Fr. Dennis Mary Dugan, SOLT Missionary Priest; and Patrick of Mansfield, Connecticut. He is also survived by his sister Connie Wiles and his brother Terry and his wife Beverlee of Butler, Pennsylvania and six grandchildren, Mackenzie, Macey, Mikhayla, Zachary, Anthony and Laryssa, and by thirteen nieces and nephews. He was predeceased by his sisters Paula Forsyth and Nell Langland and twin infant brothers, Paul and Thomas, as well as sister-in-law, Sharon and brothers-in-law, Paul Langland, Darl Lumley and Wayne Forsyth.

Dr. Dugan was a communicant at Saint Joseph Church of the Willimantic Corpus Christi Catholic Parish and served as a lector and CCD instructor. He was a volunteer at, and former Board Member of, Saint Joseph Living Center.

He was a graduate of Saint Paul Catholic School and Butler High School in Butler, Pennsylvania. He received his Bachelor of Science Degree in 1954 at the University of Pittsburgh and his Medical Degree at the University of Pittsburgh School of Medicine in 1958. He obtained his post-graduate Internship and Surgical Residency training at Mercy Hospital in Pittsburgh, Pennsylvania where he and Peggy met and where she graduated from Nurses Training. On November 28, 1959, Dr. Dugan and Peggy were married in Uniontown, Pennsylvania at St. John’s Church.

Following military service and a general medicine practice in Bethel Park, Pennsylvania, he received his Psychiatric Residency training at Connecticut Valley Hospital in Middletown, Connecticut. Following his Residency, he completed a Post-Doctoral Fellowship in Social and Community Psychiatry at Yale University School of Medicine, Department of Psychiatry. He was Board Certified by the American Board of Psychiatry and Neurology and was a Life-Member of the American Psychiatric Association. Following his assignment as Staff Psychiatrist and assistant Director of Residency Training at Connecticut Valley Hospital, he became the Medical Director of Coles County Mental Health Center in Mattoon, Illinois. He later became the Clinical Director at Natchaug Hospital and was in private psychiatric practice in Mansfield, Connecticut. In 1991 he served as a Staff Psychiatrist at Napa State Hospital in Napa, California, and later at Dorothea Dix Hospital in Raleigh, North Carolina from 1992 to 1997, where he was appointed Associate Professor of Psychiatry at the University of North Carolina Medical School.

Dr. Dugan served in the military as a Captain in the United States Army Medical Corps. Following training at Brooks Army Medical Center, Fort Sam Houston, Texas, the Aerospace Medical Center at Brooks Air Force Base, Texas and the United States Army Aviation School, Fort Rucker, Alabama, he served as the Flight Medical Officer (Flight Surgeon) for the Army Aviation Units stationed on Okinawa in 1961 and 1962.

Calling hours will be held on Thursday, September 24, 2026, from 5:00 to 7:00 p.m. at Potter Funeral Home, 456 Jackson Street, Willimantic, Connecticut.

A public calling hour will also be held on Friday, September 25, 2026, from 8:30 to 9:30 a.m. at Saint Joseph Church in Willimantic, Connecticut.

A Mass of Christian Burial will be celebrated at 10:00 a.m. on Friday, September 25, 2026, at Saint Joseph Church, Willimantic, Connecticut. Burial will follow at Saint Joseph Cemetery on Club Road in Windham, Connecticut.

In lieu of flowers, the family kindly asks that memorial contributions be made to Corpus Christi Catholic Parish, in support of the parish community that was so meaningful to Dr. Dugan. Contributions may be made through www.catholicwindham.org.
